Note: 

a) Designer will provide all the printing material including photographs etc.
b) The design of the poster and brochure will be given on a CD after lay out is finalized.
d) The firm has to depute one skilled messenger for taking and delivering the draft proof for which   no extra payment will be made for his visit.
e) The rates in all respect should be actual and there should not be any hidden rates. 
f) During the process, the firm may be asked to work even at odd hours for which no extra payment will be paid.
g) The delivery of the material would be done at the institute.
h) If there is any change in the paper material other than above, the rates will be discussed thoroughly and fresh rates may be quoted.
i) If there is any extra charge the firm must quote the same in their quotations.
j) The quoted rates will be valid for the printing work of the 3rd Poorvottar Natya Samaroh, 2nd phase only. 
k) The competent has the right to reject or cancel any quotation or quotations as such without assigning any reason what so ever.

On behalf of the National School of Drama, Director (NSD) invites sealed tenders from reputed Delhi based suppliers for supply of Hardware materials including Paint, Wood, Plywood, Fevicol etc.  The School will award the contract for a period of one year.  Details in this regard may be obtained from the Workshop Department, National School of Drama.

National School of Drama invites tenders from reputed Delhi-based Security Agencies to provide Security Guards/ Personnel and Skilled & Unskilled Workers at the School for a period of six months from the date of signing of such contract. The contract may be extended further for a period of six months keeping in view the various factors, such as prevailing market price, satisfactory performance of the firm. The bids are invited into two parts, i.e., Technical Bid and Financial Bid. The technical bid should be consisting of all technical details along with commercial terms and conditions as per the proforma at Annexure – I. The financial bid indicating item-wise prices for the items mentioned in proforma at Annexure – II.

2. The Technical Bid and Financial Bid should be sealed by the bidder in separate covers duly subscribed and both these sealed covers are to be put in a bigger cover which should also be sea led and duly subscribed. The technical bid and financial bid should be addressed to Director, National School of Drama so as to reach the office on or before 10/07/2009 till 1200 hours along with the Earnest Money Deposit of Rs.5000/- (Rupees Five Thousand Only) in favour of Director, NSD. The technical bid will be opened on the same day at 1530 hours in the presence of such bidders and their representatives who wish to be present.

3. Pre-qualifications for tenderers for technical evaluation

a . Bidder is required to forward the following documents:-

• Name & address of the firm including name of the Bank and Account No.
• PAN No./ Valid License/ Registration Number of the firm/ agency under the Shop & Establishment Act of Delhi Administration or any other Act for providing manpower/ Provident Fund Code Number/ ESI Code Number/ Income Tax Number/ Service Tax Number in its name. Copies of these documents are to be enclosed.
• Copies of last 3 years Income Tax Returns.
• The agency must provide the certificates from at least 3 heads of institutions where they are providing security/ manpower certifying that their services are professional and to their satisfaction.
• The names of five Government organizations/ PSUs/ Hospitals/ Hostels/ Establishments etc. including the names of two educational institutions, preferably having campus life where the services are provided by the agency.
• The annual turn over for the last three years i.e.2006-07, 2007-08 & 2008-09.

• The bidder shall take the sole responsibility for providing Security Guards duly trained in operating fire fighting equipments and Skilled/ Unskilled Workers on the approved wages fixed by the Govt. of NCT of Delhi for a period of one year from the date of award of Contract as per the text provided by the School.
• The bidder shall ensure that:-

       a) The firm/ agency has to ensure that the security guards & security supervisor/  skilled/ semi-skilled/ unskilled workers provided are paid at least minimum wages fixed by Govt. of NCT of Delhi.
       b) The firm/ agency should compily with statutory obligations provided under the  Provident Fund Act, ESI Act and any other Act applicable.
       c) The firm/ agency has to provide the well-built guards carrying torch, baton etc. while they are on duty.
       d) The services provided by firm/ agency shall be to the entire satisfaction of NSD.

5. Cost of Tender and schedule of submission of tender documents

The offer in the prescribed format should be addressed to the Director, NSD giving indication that it contains the tender under sealed cover. This is a two bids system. The first cover shall be superscribed “Tender for Technical Bid and Commercial Terms” The second cover shall be superscribed “Tender for Financial Bid”. Both these enveloper after being sealed properly, shall be put into a third envelope, which should also be sealed before it is sent/ submitted/ The third sealed cover shall be addressed to the Director, National School of Drama, Bahawalpur House, Bhagwandas Road, New Delhi – 110001. This cover should be superscribed “Tender for Hiring Security Agencies to provide Security Guards/ Personnel and Skilled & Unskilled Workers at the School” to be opened on 10.07.2009 at 1530 hrs.

The Technical Bid and Commercial Terms shall be opened in the first instance in the presence of the tenderers or their representatives. Only one authorized representative per tenderer, will be permitted to be present at the time of opening of tender.

Earnest Money Deposit of Rs.5000/- (Rupees Five Thousand Only) shall be kept in the envelope containing the technical bid. Those who do not qualify, the pre-qualification conditions shall be summarily rejected and their financial bids shall not be opened. However, NSD reserves the right to accept or reject any tender without assigning any reason.

In the Financial Bid, the prices and other information like discount etc. having a bearing on the price shall be written both in words and figures. If there is any discrepancy between the price/ information quoted in words and figures, the price/ information quoted in words will be treated as final.

6. Earnest Money Deposit

1. Earnest Money Deposit (EMD) amount of Rs.5000/- (Rupees Five Thousand Only) shall be submitted along with the offer. The EMD shall be in the form of a cross demand draft drawn in favour of Director, NSD payable at Delhi. The tender NOT accompanied by the EMD shall be summarily rejected.
2. The EMD shall remain deposited with the NSD during the period of validity of the offer, i.e., maximum period of 90 calendar days from the date of opening of tender.
3. No interest shall be paid by NSD on the EMD for the above said period.
4. The EMD of successful tenderer shall be returned after the contract & performance guarantee is furnished.
5. If the successful tenderer fails to furnish the performance guarantee on the terms and conditions laid down by the NSD, the EMD shall be forfeited by NSD.
6. EMD of all un-successful tenderers shall be returned within a reasonable time period after a decision is taken on the tender enquiry.

• The tender will be evaluated on the basis of techno-commercial parameters.
• The technical bid shall be opened in the presence of their representatives on a specific date and time at the office of NSD.
• The NSD reserves the right to select the tenderer on the basis of best possible bids received. The decision of the Tender Evaluation Committee arrived at as above shall be final and representation of any kind shall not be entertained on the above. Any attempt by any tenderer to bring pressure of any kind may disqualify the tenderer for the present tender and the tenderer may be liable to be debarred from bidding for tenders in future for a period of three years.
  

All instructions, notices and communications etc, under the contract given in writing and if sent to the last known place of business, shall be deemed to be served on the date, even in ordinary course or post, these would have been delivered to the contractor.

Notwithstanding anything contained herein, NSD also reserves the right to terminate the contract at any time or stage during the period of contract, by giving 15 days notice in writing without assigning any reason and without incurring any financial liability whatsoever to the Contractor.

• Parties shall attempt for a period of 30 days after receipt of notice by the other party of the existence of a Dispute to settle such Dispute in the first instance by mutual discussions between the Parties.
• If the dispute cannot be settled by mutual discussions within 30 days as provided herein, the dispute, if any, may be settled in Court of Law at Delhi.

• The successful bidders will have to submit performance security to ensure due performance of contract to an amount of Rs.50,000/- (Rupees Fifty Thousand Only in the form of an Account Payee Demand Draft/ Fixed Deposit Receipt from a commercial bank/ Bank Guarantee from a commercial bank in the name of Director, National School of Drama as per the text provided by the School.
• The performance security should be valid for a period of 30 days beyond the date of completion of the contract obligations.
• Earnest Money will be refunded to the successful bidder on receipt of performance security.

If your firm is IATA approved and is having a standing of 2 years or more in the field of International and Domestic Air ticketing services and interested for empanelment with NSD, your are requested to

1. Submit bids in three sealed envelopes separately and all of three finally placed in one envelope.  The first envelope shall contain EMD, second envelope shall contain Technical bid and third envelope shall contain the Financial Bid.
2. The School intends to install a Solar Water Heating System of 3500 LPD capacity in Girls Hostel at NSD.  Description of the system is enclosed for reference or it may be obtained from Estate Department.  Only those firms will be considered for undertaking the job who have similar experience.

Interested vendors may submit their sealed tenders in two bids system, i.e., Technical Bid and Financial Bid in the Tender Form which will be available on a payment of Rs.200/- in cash from the P.A. to Registrar, NSD.  The duly filled-in Tender Form may be deposited and addressed to the Director, National School of Drama, Bahawalpur House, Bhagwandas Road, New Delhi–110001 along with Demand Draft of Rs.5,000/- as Earnest Money Deposit in favour of Director, NSD, payable at Delhi on or before 25th August 2008 till 1500 hours.  An Evaluation Committee constituted for this purpose will open the Technical Bids of the tenderers on the same day, i.e., 25th August 2008 at 1600 hours in the presence of such tenderers who wish to be present.

PC’s , Printers and other peripherals , which are required to be maintained in serviceable condition during the period w.e.f  1st March , 2008 to 28th February , 2009. We propose to award comprehensive Annual Maintenance Contract for the under mentioned computers and peripherals. In case you are interested in undertaking the work of proper maintenance and service of the equipments for the above mentioned period of one year , then you may furnish the details of the charges for Annual Maintenance and rates of spare parts. The details of the computers and peripherals are as under.

The Technical and Financial terms and conditions of AMC shall be as follows:
a)The Firm/Company should have the maintenance experience of at least 8 years & at least 3 Govt./PSU in Delhi. (Attach the copy of orders).
b)The firm will provide one resident service engineer on all working days (also on holidays if need arises) from 9.30 am to 6.00 pm. Service engineer provided during the AMC should posses the qualification of B. Tech. (Computer/Electronic) & having experience of at lest 5 years. (Attach Proof of Degree)
c)The firm should produce the self-attested photocopies of documents related to PAN number, Service tax number.
d)Preventive maintenance with virus scanning and virus removal will be carried out on weekly basis.
e)Maintenance of Operating Systems – Window XP, Window Server 2000 , DOS etc.
f)Maintenance of Design based Soft wares like Coral Draw, Page maker , Photo-Shop, 3 D Max etc.

The other terms and conditions for awarding AMC shall be as under:
a)Payment will be mad on half yearly basis after satisfactory completion of service and maintenance work.
b)In case the particular Personal Computer / Peripheral is required to be taken out of the office premises for repair etc. you will have to provide a stand-by equipment so that the office work does not suffer.
